Close the Phoenix Park to through traffic?

Most of the traffic in the Phoenix Park is not stopping in the park. Of course, some traffic will need to be allowed in to access the Zoo, Cricket Club, Áras an Uachtaráin, St. Mary's Hospital, etc.

These could be maintained by forcing drivers to use only the local gates for each amenity and closing all roads to through traffic (except public buses).
