How can I cut my toddler’s hair without the tv on?

I’m not anti tv. He’s watched tv before but lately he gets the craziest meltdown if I turn it off so we’ve been avoiding the tv altogether. I need to cut his hair. Last time I cut his hair, he freaked out once the tv was turned off. We had to deal with a tantrum for half an hour. He doesn’t tantrum often but when he does, it takes a while for him to calm down.

Parents who don’t allow tv for whatever reason or in whatever circumstance, do you have any tips on how to keep my son relatively still for 15 mins or so? He can’t really play with anything because a cape is covering his hands.
