Reject to Waitlist in XLRI Delhi BM

I was initially rejected from XLRI, but got waitlisted at 890 for Delhi BM. Does this usually happen? Do they take people who they've rejected and place them in the waitlist? Looks unusual to me. Also, there is 0 chance of conversion right?
