IRONCHAD question

I can't get on until after work but this question has been itching in my brain.

I saw in the assault they have the little spots towards the back for vehicle parking where the base ironclad would have more storage. Are these repair bays? Can you repair a ship or vehicle anywhere, only those spots, only on the cargo grid?

Also I saw people fitting the vulture... Can you repair and rearm something that large in the assault?
