15’ Outback. Passenger Side Cooling Fan Issues

In my 15 Outback, the passenger side fan does not run. I’m also have a problem with the a/c as the internal air will not cool as the weather heats up. I’ve already tried recharging it as that only stayed cool a few weeks. Not sure if related. With the fan, is this a relay issue or does whole unit need to be replaced?
