IIM KASHIPUR loan issue

I'm availing loan for the MBA program from canara bank and they require estimated mess charges/ or an official bonafide letter from college (which they sre denying to provide).

So if any previous or current student knows the estimated charges for mess and whether mess is managed by the college or any external vendor, so that the loan/charges would be transferred accordingly.
