Story Mission Bug

I’m currently stuck in the quest All That Money Can Buy. I went to Neon, but Walter Stroud is not appearing there. I’ve eventually found him back on New Atlantis, in the Lodge. He says “we’ve arrived, a word.” But then nothing happens.
I looked up old posts about this bug from PC/Xbox players (I’m on PS5), and attempted their fixes. Changed home ships, dismissed other crew, waited for 2-24 hours on benches/beds to reset NPCs, even uninstalled the game and reinstalled without creations. Still says the same thing and still stuck in the Lodge.
Even loaded a save to prior to going to Neon and he still doesn’t show up. I tried reporting the bug on the Bethesda support page but it won’t let me reset an old password.
So, hopefully it gets seen here. Please patch out this bug. I have about 50 hours into the game so far and I’m really enjoying it. I really don’t want to start over, especially if it might still be an issue later.
