A naruto heavenly restriction fic

I had an idea for a story where naruto is born with no Chakra like none at all unlike Lee who has it but can't use it. Idk if I'd make it lost bloodline thing or something and its knowledge is in the scroll of seals buy yea he would be the toji of naruto verse just not as evil
