Fps Issue

Just upgraded to a new 9070xt, and was looking to jump back into this game but i am experiencing very bad 1% lows. Is the game just poorly optimized or should i be concerned with my system.

I tried diff presets and fps caps but nothing helps. I Also tried bios settings and new drivers.

Mean while i play Kingdom Come Deliverance 2 and my 1% lows are amazing.

I have the 7800x3D with 9070xt Merc OC. DDR5 6000/1440p

Has anyone here had similar issues with running this game? I really wanna complete it but this is basically unplayable with how bad the drops and studders get.
