How does no contact contract work when transferring?

I’m transferring for advance training & i heard a student I have a no contact contract with may be transferring to the one im going to. This person instilled fear into me because of rape threats. My center director didn’t even follow protocol and investigate the incident throughly. They just did whatever they had to do to move on from the situation. Is there any way that since im going first they can transfer this student elsewhere? I’m a bit scared & no one on this campus or even administrators care to kick this person out. Because it was my word against two boys. And you know how that goes in this world.
