Can someone tell me who Jacob Anders is?

I keep seeing this name pop up all over Reddit and I can not tell if it is a meme/troll account or an actual political candidate. I can not find anything about him online at all. Am I missing out on some sort of joke or is this person a serious candidate and I’m just out of the loop?
