Why doesn't Mortal Kombat do an MCU style build up?

You know how the MCU introduces its heroes?
Why won't Mortal Kombat do something similar for movies, but start with one of the most know characters, his origin, and his rival?

Then go from there and introduce more characters, the realms, rivalries, build up the tournament, and so on instead of trying to introduce everybody into one movie.
