Is it possible that the Great War never ended?

I got thinking about this while playing FO4. I was thinking about what could be happening outside of the US and if there's people who are aware of what may be happening in other countries such as Canada and parts of Europe. I think it would be interesting if the games touch upon this topic a bit more. We do see NPCs with accents such as Cait and I have seen a few with English accents as well. That tells me there's some hint of civilization that could exist in those places. I like to believe that powerful factions such as the Enclave or Brotherhood of Steel have managed to intercept radio communications from outside America, and have set up jammers to make any potential enemy occupation forces think that the US is fully destroyed. What are your thoughts on this?
