Motherboard cooked?

Gigabyte Aorus Z790 Elite AX

Dealing with no post. I have a CPU status LED on the mobo. I've inspected CPU seating, pins, reduced ram to 1, update bios via Q-flash, checked CPU/24pin connections and my symptoms haven't changed:

Power from PSU is applied from switch and what I imagine as the "always on lights" flash momentarily. I can power it on via the case and the CPU status LED stays lit and just cycles over and over.

Is my MOBO cooked?
