mini drill press recommendation for newbie?

This is for someone with just a basic knowledge of tools, looking to drill evenly-spaced holes (8-10mm diam, ~10mm deep) in square pine dowels. Dowels would be no longer than 25cm/10"-ish in length.

In US. Ideal if I could find it used on eBay or something. Thanks
