How Strict is VCPR in California?

Several months ago a veterinarian dermatologist over-prescribed flea preventative to my one cat, with the instructions to administer the extra meds to my other household cats with whom the veterinarian dermatologist had never met or examined. I ended up not administering the flea meds to any of my cats because I was concerned about her not having ever met my other cats before prescribing, especially after reading about potential side effects. How common is this???

Everything I’ve seen online seems to indicate that veterinarians are to strictly adhere to the VCPR rule, yet this was an idea the veterinary dermatologist recommended and went followed through with on her own accord and enthusiasm. Should I report this to the Board?
