I have a question regarding ‘speaking scripture over yourself’

Taking a happy part of scripture (ie “For I know the plans I have for you,” declares the Lord, “plans to prosper you and not to harm you, plans to give you hope and a future”) and ‘speaking it over yourself’ … Is that not just using a verse wildly out of context? Are we supposed to be using the Bible as a set of phrases to cheer ourselves up?
