I think the voting update is officially a bust. Here's what was said when they introduced the update:

With the Puppy Love update, DreamSnaps results will be entirely in your hands, with 100% of scoring based on player voting! While tags will still be required to participate, they will no longer force the use of certain items, allowing you to lean into your most creative inspirations. In addition, decor and outfit challenges will now be combined, further enabling creative flexibility when composing your DreamSnaps.
