Is there a name for the "X character is as strong/weak as I need them to be for the plot to happen" writing style?

I know theres a clip out there where stan lee goes "if I want to write a comic where the thing beats up galactus, then thats what will happen". Making it clear he doesnt care about power scaling, does this have a name? Is it just inconsistent/bad writing if an author just doesnt utilize their character? Like if your character has a certain ability and they just.....dont use it so the plot can happen whats that called?
