Backup/ restore fully migrated authenticator app without reregistration

I lost my Samsung Galaxy S23U last year and when I restored my apps to a new phone, my RSA authenticator app was already working, because it had pulled in all my details and the app itself contains a 'binding ID' which would be unique to each example of the app, however this was also migrated. Today restored my apps to another new phone after mine was damaged, however this did not happen and the app has a new binding ID.

Each model of phone was the same. Was it my restoration method which may have caused the difference outcome, or was this a loophole in the older version of the RSA app?
