Bought a property near HT Line, owner didn't disclosed about notice

Recently i bought a property financed by a central bank amd owner convinced me that a high tension line going nearby is dead and not working. I gave a cheque of 7 lakh but owner didn't encashed it in 90 days due to which cheque got stale/expired.

I held the payment that he lied to me. The amount is mentioned on sale deed. He sent a lawyer notice to me.

I feel i am right in my to ask for a NoC from the owner for the said notice from transmission line authority. Legally what are my paths here. Will appreciate any help here.
