Eligible but not referred

Haven’t received this wording before, I was found eligible but for referral status the email says

‘Applicants have not been referred to the hiring manager at this time for position X in Location Negotiable After Selection, United States’

Does this mean no one was referred or I specifically wasn’t referred? I guess I just want to know if there’s some hope or zero hope here.
