The Reforms of Rouzbeh-e Shirazi" event?

There is a reform for Persia called Shirley's Militia. According to the wiki it requires England to pick a choice in 'The Reforms of Rouzbeh-e Shirazi' event. I cannot find this event anywhere. Does anyone no when it fires and what its requirements are?
