Opus 4.7 cyber safeguards — actually blocking stuff or just PR?

So Anthropic launched Opus 4.7 last month with new "safeguards" that supposedly block high-risk cyber requests, and they want serious researchers to apply for their Cyber Verification Program.

For those of us doing bounty work and not in CVP — is it actually different?

A few things I'm curious about:

Are you hitting refusals more on 4.7 than 4.6, or does it feel the same?

If yes, what trips it? Payloads? Recon scripts? Or random refusals on stuff that's clearly fine?

Anyone tried the exact same prompt on both models to compare?

Or is the whole thing mostly an announcement and nothing really changed day-to-day?
