2018 elantra doesn't lock all doors from the outside?

recently got a used 2018 elantra, and the key fob has its battery, its connected and programmed to the car, but for some reason even when all the doors are closed and mi away from the vehicle the key fob doesn't lock or unlock the car. one important note, took the car to the dealership and they removed the recalled anti-theft mechanic that was in the steering wheel, previously i was able to turn it off (little hole in the steering wheel in the bottom of it) to stop the driver side door from beeping that annoying alarm every time it opened, and when this alarm was off after the car was turned off, they key fob would work just fine. but now since i seemingly cant turn off the switch thats underneath the steering wheel itself, the alarm comes on every time the drivers side door is open, even when in park and when the car is turned off. so i have concluded that the door alarm is the reason why the key fob doesn't work, but would love to know how i can permanently turn off the alarm, or just get the key fob working consistently again. thank you
