Bus stops that say "No Standing" but it only applies to cars

I'm new to my area and the local stop has a sign that reads "no standing". I've waited at the bus stop twice and the driver drove right by. So I assume the sign meant it's for drop-off and not pick-up. I've been walking to the next stop to catch a bus. I decided to Google what the sign means and apparently it only applies to cars... I'm slow and MTA is full of assholes as per usual.
