Supporters Tickets resell questions?

When someone lets say a Netherlands supporter who bought tickets through PMA codes wants to resell a ticket, where does that ticket shows up?
1- market place for everyone to buy?
2-market place for people with Netherlands address?
3-marketplace for people who our they are Netherlands supporters on their profile even if they live in the US?

Or where?
