Are you actually supposed to call the manager beforehand?

A couple weeks ago my wife and I went to a restaurant and had a not super great experience. My steak was overcooked and then undercooked the second time. They gave me a hot plate so I could cook my own steak some more afterwards when it was under lmao

The GM came by and gave me his card and said to call him if I ever go back. My question is, am I actually supposed to do this? Like what am I supposed to say? I'm sure this guy gets disgruntled customers all the time, how would he remember me from 3 weeks ago? We're only going back because I got a gift card from work and it's still got some money on it for this restaurant, otherwise I wouldn't go back.
