Hissing sounds?

Hello, I am brand new to the turntable and vinyl world. I just setup my Fluance rt81+ and plugged it into a JDS Atom 2 headphone amp. I do not have speakers for now, only headphone listening.

Anyways, I am getting some hiss in the headphones that gets louder as I increase the volume. If I turn off the internal preamp it goes away but then the signal is quiet and I have to max out the headphone amp.

Is this something I have done incorrectly? Is there always a bit of static sound to vinyl listening? Is this because the built in preamp kinda sucks?
