Trying to push The Master, Transcendent to its limit while remaining thematic and need help

Hello!

I’m relatively new to magic (got into it a few months ago) and am a huge fallout fan. I‘ve been attempting to make a thematic Master Transcendent Deck for EDH, with the aim being to mill my opponents, reanimate their creatures and then put +1/+1 counters on them.
I have something that usually functions but on occasion it splutters and does nothing and I don’t know why. I’m looking for improvements to make it more consistent and more effective.
