In parts of the world that use chopsticks, do you get them at western restaurants?

If you go to a Chinese restaurant, they often have the option of a fork if you're bad at chopsticks.

Does the reverse happen elsewhere, and you can get chopsticks with your Italian food if you're bad at forks?
