Noise from inside main water shut off line?

The main water shut off in my basement has a valve to shut off the whole house and a separate valve before the main to shut off an outside spigot and maybe another line.

I noticed running water noise at the pipe so I closed the valve to the outside spigot and the noise stopped.

Is this a leak or something?
