Ethics and Election Reform - 2

Ethics and Election reform are on the top of my list to address once elected. Here's question 2.

After winning his seat on Council, Jon Kaji moved his voter registration out of North Torrance, but continued to hold his seat on Council.

If we were to revise the election code, should a Councilmember be required to remain in the district they were elected to? And should the City Attorney be required to enforce the municipal code that states a Councilmember must be a resident and voter or the seat is immediately vacant.
