are Merits limited?

Pretty simple, completing missions by itself doesn't seem to reward any, and I assume challenges are limited like in drg, and deployments/the gauntlet is timegated, so is there a way to "run out" of Merits? Since promotions also require them and I assume they're infinite like in drg
