Pen not responding every time I start using Cintiq 16.

Every time I hook up my Wacom Cintiq 16 to my computer, the pen does not respond at all. I have to completely remove and reinstall the driver each time I use it if I want the pen to work. Can anyone help me? Even restarting the driver does not do anything. I have to completely remove and reinstall to see any difference.
