How do I handle people not doing war in a large clan?

Not sure if this is the right place to post but I have a 50 person clan and a rule is everyone has to logon at least every 5 days so it’s not activity. I mean sometimes we struggle to get 15 members like today I had signup up for 1 day and a half and we only got 11 so we had to do 10v10
