Which junction box do I use to Install a driver for under cabinet lighting?

My condo came with these red and white wires duct taped underneath the cabinets (first picture). There is also a junction box with more red and white wires (second picture) My plan was to hook them up to some 24v COB LED strips that I bought, but when I went to install them it occurred to me that they are not carrying any electricity (also confirmed by my multimeter).

I did some investigating and I found two hidden junction boxes, one underneath the stove, and a few cabinets away from the stove. Using my multimeter, I noticed that only some of the wires in each junction were live.

Would I be correct in thinking that the wires that are not live can be hooked up to a LED driver? If yes, do I want to install the driver to the junction box A under the stove or junction B, a few cabinets over?

Thank you!!

1 of three points that red + white wires come out of the wall, underneath cabinets

Junction box with lots of red and white wire

Junction box underneath the stove - the black wire and one of the green are live, The tan one is not.

Junction Box under other cabinet. I believe just the front bundle of cords is live, and the back is not. It was hard to test with the angle
