They care now that AOS is impacted

Why is it that we are 4 months into a total visa pause and families indefinitely separated for years and we don't hear a peep. But the moment AOS might be impacted with tonnes of exceptions, everyone is losing their mind and worse the admin is actually caving under the pressure. Why are people who are "doing it the right way" and objectively have it worse in everyday treated so much worse?
