Help contacting steam support

My child stole my credit card and purchased upwards of 700$ on a game called Sea Of Theives. I have tried going through the website to get a refund, but it always sends the robotic thing talking about how it is over the 2 hour playtime and 14 day limit, however it was a unauthorized Purchase. Where can I speak to a human about it?
