ELI5: How and why did things even start doing the things they needed to do to evolve if they were previously entirely unsuited to doing them?

Forgive the wording of the question - a more specific example would be : When "fish" began the process of evolving into being able to go onto dry land, how and why did that pathway ever even open up when it is opposite to everything a fish requires to survive?
