Cant create new gems? Bugged?

Starting sometime this afternoon I discovered I cant craft new gems and I dont know whats going on.

When I visit the jeweller and go to the craft menu, I can select what I want, hit the craft button and I get the prompt

"You have crafted Emerald x0"

Zero? It doesnt use my gem fragments or gold. So I am big lost here

Ive tried all kinds of dumb shit to force it, restarting, different characters (its affects all my characters)

Anyone know whats going on?
