Is it normal for buyer to pay full price after you ignore their offers?

Sorry if this is a dumb question, I might be overthinking but I am new to this.

In the past, I have always accepted offers. Now that I truly need money, I ignore 25% off offers. Someone made an offer 2 days ago, it expired and they sent an offer again today, same 25% off. Then 10 minutes later they bought it at full price.

Is this normal customer behavior? I guess I am worried that the customer will retaliate in some way.
