Help me understand Play Rough

Gameplay Question

So we have Moonblast with 95 BP, 100 accuracy and a whooping 30% chance to lower a stat by 1 stage.

Play Rough has 90 BP, only a 10% chance to lower a stat and misses 1 in 10 times..

Why?

If we at least had options I wouldn't even mind it. But without access to any spread/aoe moves or really any option at all, why does the only physical fairy move in the entirety of the Pokemon franchise, has to have a 10% chance to miss without anything in exchange like Rock Slides enormous chance to flinch?

Is there any logic behind it being taxed so hard as a move that simply targets 1 pokemon and has an underwhelming side effect compared to the burn/freeze/paralyze/poison/flinch of similar moves?
