Hitch installation

Hi everyone, the dealer quoted me $1600 to install the OEM hitch on my 2026 GHH. The hitch itself is $400 through Toyota. When I pointed out $1200 for labor was steep, the dealer said there were 7 parts that didn’t come with the hitch that were required for installation.

Is this true? The hitch kit comes with the wire harness and the bumper replacement. What else is needed?
