my cousin’s youtube isn’t working

So apparently she uploaded a movie to her youtube 3 years ago so her account got taken down. She asked me to help her because obviously every Gen Z person knows what to do in this situation, but I’m stuck. None of her other emails have access and she’s filled out the help center form 4 times. I dont know if this is the right place, if people could direct me where to ask otherwise that would be great
