Is Bernard socially awkward?

So I am on my 6th rewatch of the show and it just amazes me how Bernard is so awkward at Jahn’s and Marnes’ funeral. When the speech started, I had no idea where he was going with the 40+6 analogy. He just gave off extremely nerdy guy talking about numbers and even made a very awkward joke about Jahn’s feet. Did anyone else find that bizarre?
