Ancestor died in the USA

My sister and I are arguing about whether or not the Canadian ancestor has to have been born and died in Canada to be considered Canadian, or if it’s ok if they were born Canadian and naturalized to the USA and passed away there. I think I read an article that the ancestor had to be born/died in Canada to be considered G0, so do I need to go one more generation back?
