Why was sexual harassment and creepy behavior treated as so normal in 2000s comedies and sitcoms?

I’ve been rewatching movies by Adam Sandler and shows like The Big Bang Theory, and I noticed that a lot of behavior that would probably be considered harassment today was treated as funny or harmless back then.

Stuff like:

, constantly hitting on women after rejection

, invasive sexual comments

, “nerdy creep” characters spying on or objectifying women

, persistence being framed as romantic

Was this actually considered normal in real life too, or was it mostly just exaggerated comedy writing?
