palate too small?

When I mew, I cannot get the back third of my tongue up because I can't breathe. Does this mean my airway/palate is too small to mew?

If so, how can I fix it, and would I get any negative results from mewing without my back third? I have been mewing for a good year now unknowingly doing it wrong, and my front looks better but my side profile is the same if not a bit worse.
