Hertz Presidential Circle Not Honored on International Booking?

I have Hertz Presidential Circle status through the Amex Delta Reserve card. I booked a car through the Hertz app in the U.S., but I called afterward because the rate seemed unusually cheap compared to other quotes. They eventually told me the catch was that I needed to purchase insurance on the rental.

Then, at check-in, they told me my Presidential Circle status would not apply because it was considered an international booking made in the U.S. Is that actually accurate? If so, that really sucks.
